NOPEC's mission is to advocate, educate, and negotiate for our member communities and their residents
NOPEC serves over 220 member communities in 17 counties consisting of over 900,000 household and small business accounts.
As a not-for-profit organization, we negotiate for lower energy rates and better terms and conditions. We educate residents and customers in member communities about how they can conserve energy and save even more on their energy bills. And we advocate for consumer-friendly energy legislation at both the state and federal level.
Since 2001, we have saved residents and small businesses in member communities $300 million and awarded over $22 million on energy-efficiency grants.
The NOPEC Board of Directors is made up of one representative from each of the 17 counties in the NOPEC service area

Community Event Sponsorship Program
NOPEC provides financial support to organizations within member communities to host events which are available to all residents.

The NEC Grant Program offers more options for your community to receive the greatest benefit from its grant, while reducing the paperwork required.

Preferred Pricing Program
Member communities can buy electricity and natural gas for their municipal loads at cost. That means your government gets the absolute best pricing available from NOPEC. Contact our relationship management team at 440-248-1992 to find out if your community is eligible.

Energy Adviser Program
An expert analysis of your natural gas and electric bills to identify the most beneficial rates and options available to your community.

Charging Stations
With funding from NextEra Energy, NOPEC is providing 40 electric car charging stations and electric car leases for municipal use in NOPEC member communities. They are providing 100 cell phone charging stations for use in public spaces, such as libraries and community centers.

Energy-Efficiency Financing
Up-front, fixed-rate financing options for energy-efficiency projects allows commercial property owners to use the savings generated by improvements to help pay back the loan.

Do Not Knock Registry
Many door-to-door energy companies just want to get your residents to sign on the dotted line. NOPEC will never pressure residents or businesses to sign up with NOPEC, and there's no sales pitch.

Community Education Program
NOPEC spends time in member communities visiting senior centers, libraries and community events to talk with residents about energy and how to save on their utility bills.

Unlike the many private, for-profit companies marketing in Ohio, NOPEC is a non-profit public aggregation of local governments with no goal other than delivering both savings and stability to the consumers we represent. We are concerned with a long-term approach to the energy market, as well as short-term savings. NOPEC recognizes that long-term savings for customers will result from regulatory changes and is dedicated to representing the interest of NOPEC member communities and their residents in seeking those changes.
Private, for-profit energy suppliers are more focused on short-term offers. Their positions on regulatory changes and laws are often aimed at their own bottom lines than the interests of the consumers.

NOPEC's Relationship Management Team works with communities and guides them through the aggregation process. We help community leaders put an issue on the ballot, so residents can vote on whether they'd like their community to adopt a government opt-out natural gas or electric aggregation program. We provide sample legislation language and work with community leaders to answer resident's questions. NOPEC also attends two public meetings where community members can ask questions about NOPEC's governmental opt-out energy aggregation programs. Once a community chooses to be NOPEC, they can start receiving all of the benefits of NOPEC membership.

We also provide our community leaders a Member Community Toolkit so they can share ready-to-use content and information about NOPEC with their residents.
Customers are able to view NOPEC's electric pricing and gas pricing online. Recently, we've introduced a new menu of electric pricing to provide an option for everyone. Whether residents or small businesses prefer our regular program price option, or if they are looking for fixed rates or 100% green products, we now offer it. Our new pricing programs can be found here and will be available for resident's and small businesses in January 2019.
NOPEC buys electricity and natural gas in bulk from NextEra Energy Services Ohio, LLC, a subsidiary of NextEra Energy, Inc., a trusted group of companies with more than 80 years of performance excellence, exceptional credit ratings, and financial stability.
With more than 1,100 energy suppliers in the market, our marketing team works tirelessly to increase brand awareness and inform residents and small businesses about NOPEC through TV, print, and digital advertising.

As an opt-out energy aggregation, all eligible customers of an aggregated community become part of the buying group unless they take specific action to opt-out of the aggregation. NOPEC is required by the Public Utilities Commission of Ohio (PUCO) to give our members the chance to opt-out of NOPEC's electric aggregation every 3 years and natural gas aggregation every 2 years. This means a customer can choose to opt-out of the aggregation program, either defaulting back to the utility or choosing their own energy supplier. NOPEC notifies customers during these enrollment periods by letter, informing residents they are in the aggregation, providing details about rate options, and giving them the opportunity to opt-out of the aggregation program. To opt-out, customers need to fill out and return their opt-out postcard that they will receive with their enrollment letter. Postcards need to be returned by mail to the address printed on the post card or by fax at 800-238-5676.
Additionally, NOPEC and NextEra send refresh enrollment mailings monthly to anyone that has a new energy account, such as a new business or newly built home, or to anyone that has recently moved into a NOPEC community.

In preparation for an anniversary opt-out mailing (every two years for natural gas and every 3 years for election), NOPEC provides community leaders with a timeline of when the enrollment letters will be in the mail, answers to questions that residents may have, and other support materials they may need.
